FISCAL SESSION The Arkansas General Assembly meets for a limited legislative session each even-numbered year to adopt a budget for the next fiscal year. This limited legislative session is known as a “fiscal session.” The 94th General Assembly will convene for a fiscal session at noon on Wednesday, April 10, 2024. The period to file bills for the upcoming fiscal session began on Monday, March 11. Only budget appropriation bills can be filed prior to the fiscal session. To include a non-appropriation bill in the fiscal session, identical resolutions must be filed in each chamber on April 10, 2024. The resolutions then require a two-thirds majority vote of both chambers to authorize the filing of a non-appropriation bill. The deadline for filing appropriation and authorized non-appropriation bills is Wednesday, April 24. The fiscal session is limited to 30 days. It may conclude earlier but no later than Tuesday, May 9. If necessary, legislators can prolong the fiscal session by up to 15 days with a two-thirds majority vote from both the House and the Senate.
