Dr. Jeffery Norfleet
Shorter College

Dr. Jeffery Norfleet is the President of Shorter College, a private two-year Historically Black College founded in 1886 and located in North Little Rock, Arkansas. With over 15 years of experience in higher education leadership, Dr. Norfleet brings a bold and student-centered vision to his presidency, grounded in institutional transformation, academic innovation, and community empowerment. He currently holds the distinction of being the youngest president among all Historically Black Colleges and Universities in the United States.
As the 46th leader of Shorter College, Dr. Norfleet has prioritized growth in key areas, including workforce development, prison education, and re-entry services. Under his leadership, the College is expanding its enrollment footprint, strengthening academic offerings, and deepening its commitment to access and economic mobility for underserved populations.
Prior to joining Shorter College, Dr. Norfleet served in senior leadership roles at Trevecca Nazarene University in Nashville, Tennessee, including Executive Director of Institutional Effectiveness, Director of the Quality Enhancement Plan, and Assistant Professor of Leadership Studies. There, he oversaw accreditation and assessment efforts, guided strategic planning initiatives, and mentored graduate and doctoral students in educational leadership.
His career includes impactful service at the Tennessee Board of Regents and the Tennessee Higher Education Commission, where he shaped statewide academic policy, developed new academic programs, coordinated off-campus and distance learning strategies, and led initiatives to improve educational outcomes for male students across the state.
Dr. Norfleet earned a Bachelor of Science in Humanities and a Master of Education in Curriculum and Instruction from Tennessee State University. He completed a Doctor of Education in Leadership and Professional Practice at Trevecca Nazarene University. He is also a graduate of the Executive Leadership Institute (ELI) and the Harvard New Presidents Program, both of which have further honed his leadership capabilities. In addition, Dr. Norfleet currently serves as a member of the Finance Committee and Chair of the Student & Academic Affairs Committee on the Tennessee State University Board of Trustees, contributing his expertise and leadership to the university’s strategic direction.
A dedicated public servant, Dr. Norfleet is a member of the African Methodist Episcopal Church and Kappa Alpha Psi Fraternity, Inc. He and his wife are the proud parents of three children.
