Dr. Jessica Freeman

University of Arkansas Community College at Morrilton

Dr. Jessica Freeman serves as the Associate Vice Chancellor of Workforce Education and Training at the University of Arkansas Community College at Morrilton, where she leads initiatives that connect education with the workforce needs of business and industry. Since joining the college in 2009, she has served in multiple leadership roles, developing a broad understanding of institutional operations, student success, and the evolving needs of the communities the college serves. 

Since transitioning to workforce development in 2017, Dr. Freeman has focused on building partnerships with employers, industry leaders, and community stakeholders to develop training programs that strengthen Arkansas’s workforce and support regional economic growth. Her work centers on aligning education with employer demand, expanding workforce opportunities, and fostering collaboration among education, business, and community partners. 

Dr. Freeman holds a Doctorate of Education in Adult and Lifelong Learning with an emphasis in Community College Leadership. She is passionate about advancing workforce development, strengthening Arkansas’s economic competitiveness, and improving quality of life across the state. Guided by the belief that we must be more to do more, she is committed to lifelong learning, collaborative leadership, and creating opportunities that benefit both individuals and communities.  

Through the Arkansas Chamber Leadership Institute, she looks forward to engaging with leaders from across Arkansas, broadening her perspective on the state’s opportunities and challenges, and building lasting relationships that foster meaningful collaboration among education, business, and economic development.
